Money Mystery

The United States is currently suffering from a "shutdown" in government because, as I understand things, Congress refuses to pass a stopgap spending bill.

So why is the national debt rising by a million dollars every 15 or 20 seconds? Who is getting the money if the government is shut down or was it some sort of political smokescreen when they said the military wasn't getting paid?
